Quadrilateral Security Dialogue
The Quadrilateral Security Dialogue (Quad or QUAD)
is a strategic dialogue between the US, India, Japan and Australia.
The Quad was initiated in 2007 by Japanese PM Shinzo Abe, with the support
of U.S. Vice President Dick Cheney, Australian PM John Howard, and
Indian PM Manmohan Singh. The diplomatic and military arrangement was
globally viewed as a response to increased Chinese economic and military power
and the Chinese government responded to the Quadrilateral dialogue by issuing
formal diplomatic protests to its members. All these four countries have common interests
in the Indo-Pacific region.
All four countries participated in their first
joint meeting in over a decade in November 2020 and in March 2021. President
Joe Biden convened a virtual Quad meeting attended by Australian
Prime Minister Scott Morrison, Indian Prime Minister Narendra Modi, and
Japanese Prime Minister Yoshihide Suga. They formed working groups on
climate change, COVID-19 vaccines and technological innovation and supply-chain
resilience.
QUAD Submit 2021
QUAD Submit 2021 was first ever in-person
meeting of the Quad held in US on September 24, 2021, in which
Indian Prime Minister Narendra Modi US President Joe Biden, Japanese Prime
Minister Yoshihide Suga and Australian Prime Minister Scoot Morrison.

Qua launched the Quad Vaccine Experts Group, comprised of top experts from our respective governments, charged with building strong ties and better aligning our plans to support Indo-Pacific health security and COVID-19 response. In addition to doses financed through COVAX, Australia, India, Japan, and the United States have pledged to donate more than 1.2 billion doses globally of safe and effective COVID-19 vaccines. he Quad also welcomes India’s announcement to resume exports of safe and effective COVID-19 vaccines, including to COVAX, beginning in October 2021. Japan will continue to help regional partners purchase vaccines through $3.3 billion of COVID-19 Crisis Response Emergency Support Loan. Australia will deliver $212 million in grant aid to purchase vaccines for Southeast Asia and the Pacific. In addition, Australia will allocate $219 million to support last-mile vaccine rollouts and lead in coordinating the Quad’s last-mile delivery efforts in those regions. Further, QUAD coordinated diplomatic, economic, and human-rights policies towards Afghanistan and will deepen our counterterrorism and humanitarian cooperation.
China’s reaction
China’s relations with each of the Quad members
have become more tense during the CORONA pandemic. China’s frustration was when
the new foreign policy of US had its first meeting with its Chinese counterpart
in Alaska in March. Australia continues to bear the brunt of Chinese
economic sanctions after suggesting a WHO investigation into the origins
of COVID-19 in 2020. India and Japan have clashed with China over border
disputes. China’s ambassador to Tokyo has publicly criticized Prime Minister
Suga, claiming that the new Quad diplomacy reflects a Cold War mentality.
